Korea Tax Refund for Tourists in 2026 | Instant, Downtown and Airport Refunds Explained

Almost every price tag in a Korean shop already includes 10% VAT, and a foreign visitor can get much of that back. The catch is that Korea runs several refund routes at once, each with its own limits, and the rules that matter most are rarely posted at the till.

Here is how the tourist tax refund works as of October 2026: who qualifies, the three ways to claim, roughly how much comes back, and what changed this year. Shopping mainly for skincare? Start with section 4.

Key takeaways

  • Spend at least ₩15,000 on one receipt at a "Tax Free" store, keep your passport handy, and take the goods out of Korea within 3 months.
  • The instant refund at the till only works if a single receipt is under ₩1,000,000, and only until your instant-refund purchases for the trip reach ₩5,000,000.
  • Refunds on cosmetic procedures ended on December 31, 2025. The hotel VAT refund still runs at designated hotels, but the government plans to end it early, on June 30, 2027.

1. Tax refund or duty-free? Who qualifies

Two different kinds of shop

A duty-free shop (면세점), such as the stores past airport security, sells goods with no tax in the price at all. A tax-refund shop (사후면세점, literally "after-the-fact tax-free store") is an ordinary store that charges the normal price and then returns the VAT (부가가치세) and, on some goods, individual consumption tax (개별소비세). Look for a "Tax Free" or "Tax Refund" sticker by the door. According to the Korea Customs Service, about 23,000 stores were designated as of the end of 2025, including department stores and cosmetics shops. The two systems do not stack: duty-free purchases are not eligible for a refund.

Who can claim

According to VISITKOREA, the Korea Tourism Organization's site, you qualify if you are a foreigner staying in Korea for less than 6 months, or an overseas Korean who has lived abroad for at least 2 years and is staying 3 months or less. People employed in Korea, diplomats and US forces personnel are excluded, as are purchases in a company's name. Each purchase must be at least ₩15,000, and the goods must leave the country within 3 months of purchase.

2. Instant, downtown or airport: the three routes

The instant-refund limits come from Article 6 of Korea's VAT regulations for foreign tourists (외국인관광객면세규정); the rest from VISITKOREA and Korea Customs.

Route (as of October 2026)When you get the moneyLimitsWhat you need
Instant refund (즉시환급)At the till: you pay the price minus the tax₩15,000 or more and under ₩1,000,000 per receipt; ₩5,000,000 total per tripYour passport, shown before you pay
Downtown refund (도심환급)Before departure, at a city refund counter or kioskUp to ₩6,000,000 per receiptPassport, refund voucher, a credit card held as security
Airport or port refund (사후환급)At departure, after customs export confirmationNo upper limitPassport, refund vouchers, the goods if customs asks to see them
Mailbox or mobile refundAfter departure, through the refund operator₩15,000 minimumExport-confirmed voucher; used at ports without a refund counter

Which route makes sense

For skincare, clothes or small electronics, the instant refund is the least effort: the saving happens on the spot and there is nothing to do at the airport. The airport route is the fallback for stores that only issue paper vouchers and for single purchases of ₩1,000,000 or more. The downtown refund suits big-ticket shoppers who want cash early, but it only becomes final once customs confirms the export at departure, which is why a card is held as security.

3. How much money actually comes back

Do not expect the full 10%. VAT sits on top of the net price, so ₩100,000 at the till contains about ₩9,091 of VAT (one-eleventh), and with the general refund the operator keeps a fee. Each operator publishes its own table; the one below is from Global Tax Free (글로벌텍스프리), one of the largest, as of October 2026.

Purchase amount (one receipt)Refund (Global Tax Free table)Share of price
₩30,000 to ₩49,999₩2,000about 4% to 6.7%
₩100,000 to ₩124,999₩7,000about 5.6% to 7%
₩500,000 to ₩549,999₩35,000about 6.4% to 7%
₩1,000,000 to ₩1,099,999₩75,000about 6.8% to 7.5%
₩6,000,000 and over90% of the VATabout 8.2%

The table works in steps, so consolidating matters: two receipts of ₩14,000 earn nothing, one of ₩28,000 earns ₩1,000. Other operators' tables differ slightly; the amount on your voucher is what counts.

4. Claiming the instant refund on a K-beauty haul

CJ Olive Young (올리브영) said its foreign sales passed ₩1 trillion in January through August 2026, on 11.01 million transactions, and that tax refund data showed shoppers from 192 countries and territories (The Korea Herald, August 31, 2026). Foreign customers now make up 33% of its in-store sales. Buying sunscreen? Our guide to Korean sunscreen after the FDA's bemotrizinol approval covers what to look for on the label.

At the counter

  1. Look for a "Tax Free" or "Immediate Tax Refund" sign. Not every branch offers it.
  2. Bring the passport itself. The regulation ties the instant refund to a passport check, and stores such as the Myeongdong branch in the photo above ask for the physical passport.
  3. Hand it over before anything is scanned. Say "tax refund" at a staffed till; the cashier checks eligibility electronically.
  4. Keep each receipt between ₩15,000 and ₩999,999. A single receipt of ₩1,000,000 or more cannot get the instant refund. Korea Tourism Times reported on October 8, 2026 that splitting a large basket into two receipts under the limit is the simple fix, as long as your trip total stays within ₩5,000,000.
  5. Check the receipt for the refunded tax. If no one asked for your passport, you probably paid full price.
  6. Keep the receipt until you have left Korea and take the goods with you within 3 months.

The unopened question

Does it matter if you open a product before you fly? Officially, yes. VISITKOREA lists "items already opened or used before taking them out overseas" as not eligible, and Incheon Airport asks for goods to be "unopened and unused" if customs inspects them. Inspections are selective, but our advice is simple: if you want to use something during the trip, buy it separately and do not claim tax on it.

5. Airport refunds at Incheon, step by step

You need this route only for paper vouchers. If every receipt was refunded at the till, skip the kiosk.

  1. Arrive early and decide where the goods travel. If they go in your carry-on, check in as usual. If they are in a checked bag, tell the airline staff at check-in. They tag the bag for customs and hand it back to you.
  2. Scan your passport and every voucher at the refund kiosk in the departure hall. This is the export confirmation (반출확인).
  3. If the kiosk flags an inspection, take your passport, the unopened goods and the receipts to the customs desk. A tagged checked bag goes onto the oversize belt next to customs once it is cleared.
  4. Clear security and immigration, then collect the money at the refund counter airside, or at a 24-hour kiosk. For large amounts you can ask for the refund on your own credit card instead of cash.

Where the counters are

Per Incheon Airport's page (October 2026), the Terminal 1 counter is near Gate 28 on the third floor (07:00 to 22:00), and the Terminal 2 counter is near Gate 253, across from Gate 250 (07:00 to 21:30). Kiosks at both run 24 hours. VISITKOREA says staffed counters pay in won, US dollars, yuan and yen, and kiosks in won, Alipay and WeChat Pay. It lists counters near Gate 36 at Gimpo, Gate 4 at Gimhae and Gate 16 at Jeju; other ports use the mailbox.

6. What changed in 2026 and what does not qualify

Cosmetic procedures: no longer refundable

From 2016, foreign visitors could reclaim the 10% VAT on cosmetic surgery and dermatology treatments. That special provision expired on December 31, 2025, after bills to extend it failed in the National Assembly (eToday, February 2, 2026). Our guide to checking a Seoul skin clinic before you book explains what that means for quotes.

Hotels: still running, with an end date proposed

Visitors can still reclaim VAT on room charges (up to 30 nights) at designated hotels. The Ministry of Culture, Sports and Tourism listed 118 hotels for October to December 2026. Package-tour guests are excluded. In its August 2026 tax revision plan, the government proposed ending the scheme on June 30, 2027, instead of December 31, 2028 (Newspim, August 7, 2026). That still needs the National Assembly's approval. Ask your hotel whether it is listed; our Seoul neighborhoods guide helps with choosing an area.

Cruise passengers: now included

Since April 6, 2026, cruise visitors can use the instant and downtown refunds. They were previously left out because they enter on a landing permit, not through regular immigration (Korea Customs Service via The Asia Business Daily).

FAQ

Do I need to do anything at the airport for Olive Young purchases?

Not if the tax was taken off at the till; VISITKOREA's instant-refund procedure simply ends with "departure." Keep the receipts in case of a spot check.

Can I combine receipts from different stores?

No. The ₩15,000 minimum applies to each receipt, so buy from one shop in one transaction to clear it.

I live in Korea on a work visa. Can I claim?

No. People employed in Korea and anyone staying 6 months or longer are excluded.

What if I skip the kiosk before security?

The airport route depends on customs confirming the export before you leave, so do the kiosk step in the departure hall. Without that confirmation, do not count on getting the money back after departure.

Bottom line

Two habits cover most trips: show your passport before you pay, and keep each receipt between ₩15,000 and just under ₩1,000,000. Save the airport kiosk for paper vouchers, keep anything you plan to open off the tax-free receipt, and recheck the rules for 2027 travel, when the hotel refund may be ending.
